Why Cleveland properties face the pressures they do

The housing stock

Cleveland is layered, and that makes it one of the more interesting suburbs to inspect. It was surveyed in 1840 and proclaimed a township in December 1850, with an 1849 hotel and an 1853 courthouse still standing — but it stayed tiny for a century: 701 residents in 1947, 1,532 in 1954. Then came a significant 1960s to 1980s wave and a large 1980s to 1990s wave, including the Raby Bay canal estate begun in the mid-1980s with the last canal completed in 1997. Population reached 12,754 by 2001.

Because the housing here spans the change from timber-on-stumps to slab-on-ground, the right inspection depends entirely on which one you have — and on a mixed street the house next door can need a different job to yours. Water, ground and moisture

The suburb sits on the shallow western shores of Moreton Bay and includes the Raby Bay canal estates and marina, Toondah Harbour and its mudflats, and coastal wetlands of sandbanks, mudflats and mangroves that form part of the Moreton Bay Ramsar site. Canal estate housing is predominantly slab-on-ground with a permanently high water table, which is a distinct inspection category of its own.

G.J. Walter Park is the large foreshore recreation reserve, and the suburb carries heritage-listed Norfolk Island pines and a Moreton Bay fig.

What we actually look at in Cleveland

Both subfloor access and slab-edge perimeter, depending on the build — plus the interior room by room, the roof void where there is safe access, and the fences, retaining walls, stumps, decks and trees inside the property boundary. Termites arrive from the yard, not the front door.

The four things that most often matter on a Cleveland property:

  • Raby Bay canal lots. Permanent high water table at the slab edge, plus retaining walls, pool surrounds and paving to the waterline — more ways to breach a system than a conventional block has.
  • Nineteenth-century structures. An 1849 hotel and 1853 courthouse era means unsafe or restricted subfloor access and original hardwood in ground contact.
  • Three distinct build waves — 1850s heritage, 1960s–80s, and the 1980s–90s canal estates. Each needs a different inspection.
  • Toondah Harbour mudflats and Ramsar wetlands — sustained moisture on the seaward margin of the suburb.

Where Cleveland sits on termite risk

CSIRO’s termite hazard map places Brisbane and south-east Queensland in Zone C, medium hazard, on a four-band scale (A negligible, B low, C medium, D high); the highest band, Zone D, begins further north around Rockhampton. CSIRO’s own framing is that the risk of termite attack on mainland Australia “generally increases in a northerly direction, with the highest risk in the subtropics and tropics.” In CSIRO’s national termite survey, 44.7% of the Brisbane properties surveyed had termites active outside the home and 23.6% had termites inside the building itself.

An honest qualification

CSIRO’s hazard map is regional, not suburb-level, and CSIRO has never rated an individual suburb. So we can tell you truthfully that Cleveland sits inside CSIRO’s medium-hazard band for south-east Queensland — and we will not pretend anyone has assessed Cleveland itself. What actually varies street by street is the local detail above: construction era, subfloor type, and proximity to water and vegetation.

The termites that matter here

Two subterranean species do most of the structural damage in Cleveland: Coptotermes acinaciformis, which Queensland Government describes as the most economically important and widespread subterranean termite, and Schedorhinotermes species. Both occur throughout Queensland and both attack all timber, especially pine. The West Indian drywood termite (Cryptotermes brevis) is also established in many Brisbane suburbs; it needs no ground contact and lives on the moisture in the timber itself. Are Raby Bay canal homes higher risk?
They are a different risk. Canal frontage means a permanently high water table and sustained soil moisture right at the slab edge, and the landscaping on these lots — retaining walls, planters, pool surrounds and paving down to the waterline — creates more opportunities to breach or bridge a termite management system than a conventional block does. The houses are newer and better protected on paper, and the perimeter is harder to keep intact in practice.
The old part of Cleveland has 1850s buildings. How do you inspect those?
Carefully, and with the limitations written down. Nineteenth century and early twentieth century structures often have restricted or unsafe subfloor access, original hardwood in ground contact, and later additions layered over the original footprint. We inspect to AS 4349.3 and record every area we could not access and why, because on a building of that age the unaccessed areas are the ones that matter most.
Does a Raby Bay canal property need a different kind of termite system?

Often yes. On a canal lot the soil at the slab edge stays wet, and the landscaping — retaining structures, paving to the waterline, pool surrounds, planters — both breaches a treated zone and makes re-treating sections awkward. In those conditions a monitoring and baiting system such as Trelona ATBS is frequently the better answer than a drilled chemical zone, because it works with the landscaping rather than against it. We assess which applies on site.

Cleveland has buildings from the 1850s. Can you inspect those properly?

We inspect them and we write down exactly what we could not reach. On a structure of that age you commonly find restricted or unsafe subfloor access, original hardwood in ground contact, and a century and a half of additions layered over the original footprint. Thermal imaging and moisture metering let us assess behind linings where there is no physical access, but they are not x-ray vision. On a very old building the inaccessible areas list is the most important page in the report, and any inspector who hands you one without it has not done the job.
